Amend the index directive of one feature declaration, and optionally its description.
Remarks
Section titled “Remarks”Merge-patch semantics, per key: an ABSENT key keeps the stored value,
null clears it, a value replaces it. See PatchSortFeatureAmendment.

non-blank string replaces it. A blank string is refused with 400.

The declaration’s index directive: null returns it to silence (which
is NOT not_indexed, an explicit refusal to index), a value replaces it.
