Where a review’s entity stands in the knowledge base when the review is queued.

Remarks

A decision’s knowledge-base effect depends on it:

• 'proposed' — the entity is not in the knowledge base; approving creates it, and rejecting touches nothing.
• 'provisional' — the extraction run created the entity for this review; approving writes nothing new (it answers that term’s id), and rejecting retracts it with its mentioned_in edges.
• 'existing' — a term that held knowledge before the review; rejecting leaves it in place.
