The stable code of a rule-lifecycle refusal (the engine’s RuleRefusalResponse).

Remarks

rule_holds_derivations — the rule proves materialized conclusions; re-issue with derivations: 'retract'.
not_a_rule — the id names a term that is not a rule.
rule_system_owned / rule_plugin_owned / rule_bootstrap — the rule is not the tenant’s to change; the plugin or engine lifecycle owns it.
rule_not_found — no rule has this id.

The engine can add a code, so any other string is admitted.
