Remarks

A UI keys a row’s actions on this rather than on _plugin_id — the underscore-prefixed provenance meta-feature the marketplace stamps on a plugin’s clauses, which is documented as invisible to domain queries, cannot tell a system-wide plugin from a tenant-scoped one, and sees nothing at all for a bootstrap rule.

tenant — authored in this tenant. The only withdrawable origin.
system_plugin — a system-wide plugin’s rule, firing in every tenant’s proof.
tenant_plugin — contributed by a plugin installed in this tenant.
bootstrap — engine machinery (an Allen relation, a handler mapping).
